' Waving, Not Drowning', the second album by San Francisco band Citizens Here & Abroad, their first for Turn Records, was written over the course of international and US touring while supporting their debut record 'Ghosts of Tables and Chairs' (Omnibus). It's one fueled by passive-aggressive feuding, (sort of) making up, filing police reports, moving between apartments and cities, and sharing the close space of a family berth aboard the HMS Pride of Hull during two North Sea crossings. 'Waving, Not Drowning' is about decisions, deliberations, and taking chances. Its eleven tracks address infidelity, panic disorder, sexual relations, prevarication, prescription drug abuse, and compulsive gambling through autobiographical and equivocal accounts of the human experience. In between releases Citizens Here and Abroad have performed with Arcade Fire, British Sea Power, The Decemberists, Elefant, Film School, Folk Implosion, +/-, Ranier Maria, Rilo Kiley, Rouge Wave, Two Gallants and Youth Group to name a few as well as having their videos featured on MTV.com, MTV2, Fuse and MTV Europe.
